I was a fan of all the challenges, but this one seemed less creative and more about being able to exhaustively search modules. That might be the author's intention anyway since this IS about learning Python better, but I prefer the challenging programming aspect as well :D

im currently trying to use PIL to 'connect the dots' ... are the vals listed in 1 and 2 meant to be x, y, x, y, x, y, x, y ?

Yes, but you should check the PIL documentation. It may save you from having to do conversions.

no, coordinates are listed in "first" and then in "second".

the image given for this challenge is completely irrelevant. It is NOT part of the solution.

I tried using PILs to connect the dots using both dropcode's x,y,x,y method and by combining first and second and all I get is a bunch of jumbled lines. the x,y,x,y method at least sort of resembled something but that was apperently wrong. Am I missing something here?

Hint "first+second=?" may be a bit misleading - was for me, what doesn't mean it was useless.

as the '+' indicates, the second belongs with the first. i thought it didn't add much to the whole.
