Be assured that I understand your frustration; this was a difficult level. "Evil" could refer to a lot of things, so what are they referring to when they say that someone "is evil"? Rapists and murderers? Terrorists?

I had to guess literally thousands of words and names before I could find the answer, but I finally got it. So keep trying.

There is no need for guessing, brute force tests or googling for the name. All you need to do is poke around in level 12 some more and don't trust anyone telling you anything, especially when they disavow the existence of more evils! Also, pay attention to error messages other than 'Not Found'.
